Or Osaka, London, Moscow, Seoul, Geneva or just about any other city in the west. This according to the latest cost of living data from Mercer Consulting. The good news in their rankings of two hundred cities worldwide is that there are some exceptional values to be had in, surprisingly, South America. Buenos Aires, San Jose (Costa Rica), Santiago (Chile), Rio de Janeiro and Sao Paolo (Brazil) are among the least expensive cities worldwide, along with Far East locales such as Manila, Bangalore and Chennai (India). The best bargains in North America are Ottawa followed by Winston-Salem, North Carolina and Portland, Oregon.
